FOREIGN ECONOMIC ACTIVITY

    The Central Department of Investment Policy and Foreign Economic Relations of the City Council, within the framework of its plenary powers, carries out work directed toward the development of foreign economic relations forÄåëåãàöèÿ ãîðîäà Åâïàòîðèÿ â Ïîëüøå the city of Åvpatoria.

From April 18-21 of 2004, under the framework of the state program ‘Year of Poland in Ukraine,’ the Central Department of Investment Policy and Foreign Economic Relations of the City Council met with a Polish delegation from the city of Îctrovetz Svyatokshecky, with the goal to find out about the experience of attracting investment.

Earlier, a delegation from Åvpatoria visited Poland. The exchange of delegations was provided for by the project ‘Strengthening Cooperation Through Educational Visits of Local Government Representatives in Poland and Ukraine.’ As a result, the parties noted the perspective trends in the field of municipal development, intra-sector cooperation and protection of the natural environment.

On April 22-23 of 2004, a PAUCI Conference took place in Kiev, attended by the Chief of the City Council Central Department of Investment Policy and Foreign Economic Relations, representatives the ‘Local Ecological Actions in Ukraine’ program and the members of the Polish delegation who had visited the Åvpatoria. As a result of this visit, a partnership declaration between Åvpatoria and Îctrovetz Svyatokshecky (Poland) to strengthen the friendship and cooperation between the sister-cities was signed.

The collaboration will take place through contact between communities of cities, through the mutual exchange of delegations of businessmen and of professionals in the fields of culture, science, education and sport, as well as of students, youth and children. Our mutual work will be geared towards the:

- exchange of information about our cities,

- collaboration between city administrations,

- development of business contacts between representatives of small and medium-sized businesses in Ukraine and Poland,

- collaboration between culture, education, sport and tourism organizations,

- support of all others joint propositions directed to fulfill the signed Declaration.

All agreements, which will made on the basis of this Declaration, will be signed between specific enterprises, organizations and establishments.

This Declaration was signed April 21, 2004 in Åvpatoria.


   On August 15-18, 2004 a Turkish delegation from the city of Silifke visited Åvpatoria for the first International Festival of Crimean-Tatar and Tourk cultures: ‘Dervisa - the gates of Crimea.’ Meetings were organized between the delegation representatives and the City Council Central Department of Investment Policy and Foreign Economic Relations. As a result of the visit, the parties indicated their intentions for further cooperation. Presently by mutual agreement, the City Council Central Department Investment Policy and Foreign Economic Relations is preparing an agreement to establish a sister-city relationship between Åvpatoria and Silifke (Turkey).Íà÷àëüíèê ÃÓ ÈÏ è ÂÝÑ è ìýð ãîðîäà Ñèëèôêå

Both sides understand that the collaboration between peoples promotes mutual understanding, creates the conditions to establish mutually beneficial relations between cities and regions and also as to the universal rapprochement of people of different countries, exchange by experience of and solutions for social, economic and ecological problems.


Both sides are directing their efforts toward increasing information exchange through negotiations as well as with cooperation in the following ways:

- city development, regional planning and environmental protection,

- development assistance for industry, construction, transport, communications, science, technology, education, health care, culture,

- creation of conditions for increased social protection of the population,

- preparation and realization of methods for increasing the efficiency of municipal financial systems,

- assistance for programs related to the development of the tourism and health resort and recreation fields,

- exchange of experience on perfecting the structure and functions of the administration of the two cities,

- creation of mutually beneficial conditions for attracting investments in all spheres of the urban economy.

 

        On September 6, 2004 a meeting took place of the working group comprised of the Swiss investment company SCL and representatives of city administration with direct participation from the city Mayor A.P. Danilenko and E.S. Kugel, Chief of the Central Department of Investment Policy and Foreign Economic Relations of the City Council.

During the discussions, the issue of possible mutual cooperation to carry-out investment development projects in Evpatoria was considered.
