On September 22-23, 2004, American Paul Morkowitz, Program Director for the Local Ecological Action Plan (LEAP) and Ukrainian Alexander Mekityouk, LEAP Program Manager, visited Evpatoria. The aim of their visit was to gather and evaluate the results of the LEAP Program in Evpatoria. The guests met with the general public and observed the ecological projects that had been carried-out in Evpatoria.
A meeting was held at the Central Department of Investment Policy and Foreign Economic Relations of the City Council between Paul Markowitz and the wide circle of people who helped carry-out the program in Evpatoria

Program Coordinator of Leap in Evpatoria, Eduard Simonovich Kugel -
Chief of Central Department of Investment Policy and Foreign Economic
Relations of the City Council, public organization activists, Executive
Committee Department specialists, City Council Deputies and CMI and
representatives of enterprise-executors of plan implementation. They
discussed the Program performance, noted its values and shortcomings and
set out prospects for further collaboration.
