CITY COMMISSION ON INVESTMENT ISSUES
By the June 25, 2004 decision No. 338/1 of the Executive Committee of the Evpatoria City Council, a City Commission on Investment Issues was created with the following goals: realization of the governmental investment policy and its regional direction, securing effective investment in the city economy, developing foreign economic relations to the city, attracting foreign investment to the city’s economy and mobilizing and developing the city’s internal investment potential The following issues are included under the commission’s jurisdiction: o Consideration, approval and carrying-out by meetings of the Executive Committee and City Council of the plan (programs) of priority direction, sources of financing, methods of stimulation, and development of an effective system of management of the city’s investment development. o Preparation of suggestions to the City Council on the elimination of legal, administrative, economic and organizational obstacles to investment in businesses and other different types of organizations. o Organization of competitions between investors for the right to investing in city projects and programs. o Evaluation of investment attractiveness and ability of investment projects to meet the city development general plan and their potential to assist the city budget. Carrying-out effective evaluations for consideration of the City Council. o Approval of expert conclusions about the economic position of subjects of entrepreneurial activity which request receipt of investments from the city budget and carrying them out for the City Council’s consideration. o Preparation of suggestions for the Ukraine Verhovna Rada for passage of legislative acts directed to improve the city’s investment climate. o Providing suggestions to the City Council through an approval list of free lot lands for realization of investment projects in accordance with the general plan of development of city, as well as a list of communal enterprises requiring investment with suggestions on methods of bringing in and using financial, material and other resources. o Consideration of possible methods of bringing in technical assistance from the European Union and other international organizations and donor-countries for the realization of the city’s investment policy. Consideration of issues of collaboration with international and domestic investment organizations and funds by providing conclusions and recommendations for the City Council’s consideration. o Conducting informational-analytical work for the practical realization of foreign economic relations. Information about businesses with a list of realized investment projects and items handed over for development. 3. Copy of certification on the registration of enterprises. 4. Copy of references regarding inclusion in the state register of enterprises. 5. Copy of enterprise regulations. 6. Project investment contract. 7. The enlargement of the investment project (including business plan). 8. Notarized copy of financial accounting (Balance sheet, Form-2) for the two most current years. 9.
